DILG presents security, peace pillars as Buk’n PLGU crafts POPS plan

 MALAYBALAY CITY (PIA)—Provincial Director Rhona Pedraza-Abadilla of the Department of the Interior and Local Government (DILG) Bukidnon presented the pillars of peace in a workshop with the provincial local government unit (PLGU) as it formulated its Peace and Order and Public Safety (POPS) Plan on November 16-18 at Veranda, Casisang, this city.

The POPS plan is a three-year comprehensive and coordinated action plan comprised of programs and activities aimed at promoting and achieving a safe, secure, peaceful, and progressive community.

Abadilla introduced the key concepts of mainstreaming positive peace in local governance by discussing the Global Peace Index and Positive Peace Index as she presented the results of LGU audits on Peace and Order, Anti-Drug Abuse Council, Barangay Peace and Order Council, Barangay Anti-Drug Abuse Council, Child-Friendly Local Governance Audit, Local Committees on Anti-Trafficking and Violence Against Women and Children.

Meanwhile, newly-elected Governor Rogelio Neil P. Roque urged participants to play a key role in the POPS plan, and to also be serious about planning, since he wants Bukidnon to be the country's model in promoting lasting peace for progressive communities. 

“Peace is not the absence of conflict but the ability to handle conflict by peaceful means,” the governor said.

In consonance with DILG Memorandum Circular No. 2022-118 directing all LGUs to formulate and approve its POPS Plan within 200 days after a newly-elected local chief executive assumes office, the provincial government of Bukidnon, through the Provincial Planning and Development Office, conducted the seminar-workshop in coordination with DILG Bukidnon.
